Failure to buy policy comes with penalty

Not everyone who is uninsured is poor or low-income. An estimated 20 million Americans — mostly from the middle class — simply choose not to have insurance or haven’t enrolled in an employer’s health plan.
That’s the segment of society that would notice the individual mandate requirement of the Patient Protection and Affordable Care Act. Starting in 2014, those who can afford insurance and aren’t exempt from buying it would be fined $695 a year or 2.5 percent of annual income, whichever is higher.
